The Gas Infrastructure Plan (GIP) proposal submitted by Xcel Energy’s Public Service Co. to Colorado’s Public Utilities Commission appears destined to miss 2030 Clean Heat targets because it defaults to extending gas service for both new and existing customers and lacks substantial movement toward non-pipeline alternatives (NPAs).
